Se prohibe el ingreso a las provincias de Neuquén, Chubut, Río Negro, Santa Cruz y Tierra del Fuego de madera del género Pinus spp provenientes del resto del país, en rollizos o aserradas, excepto en este último caso, cuando se encuentren secadas artificialmente en horno, hasta un DOCE POR CIENTO (12%) de humedad a la salida del mismo. La partida irá acompañada de un Acta protocolar del aserradero detallando las temperaturas, tiempo de exposición y humedad de la madera a la salida del horno.

RESOLUCION IASCAV 258/95
RESUMEN: Declara la obligatoriedad de desinsectación de medios de transporte
de cargas, pasajeros y vehículos en general al ingreso a la región protegida de
patagonia.
BUENOS AIRES, 20 de junio de 1995
VISTO el expediente Nº 1269/95 del registro del INSTITUTO ARGENTINO
DE SANIDAD Y CALIDAD VEGETAL, y
CONSIDERANDO:
Que el Programa Nacional de Control y Erradicación de “Mosca de los
Frutos”, prevé las medidas cuarentenarias necesarias para prevenir el ingreso de
Ceratitis capitata y Anastrepha fraterculus al área integrada por los Partidos de
Villarino y Patagones de la Provincia de BUENOS AIRES, las Secciones XXIV y
XXV del Departamento de Puelen y la Sección V el Departamento de Caleu-Caleu
en la Provincia de LA PAMPA y las Provincias del NEUQUEN, RIO NEGRO,
CHUBUT, SANTA CRUZ y TIERRA DEL FUEGO, ANTARTIDA ARGENTINA E
ISLAS DEL ATLANTICO SUR.
Que en ese sentido la Resolución Nº 467 del 24 de mayo de 1994 de la
SECRETARIA DE AGRICULTURA, GANADERIA Y PESCA, instrumentó la
obligación de que los productos hospederos de dicha plaga reciban tratamiento
cuarentenario previo al ingreso al área, según lo especificado en la misma.
Que dicha resolución faculta al INSTITUTO ARGENTINO DE SANIDAD Y
CALIDAD VEGETAL como autoridad de aplicación a implementar las medidas
necesarias que permitan alcanzar los objetivos propuestos.
Que resulta complementario, en el grado de avance del referido plan, la
adopción de procedimientos de desinsectación de los vehículos que ingresen al
área mencionada en el primer considerando.
Que el subprograma de Barrera Sanitaria Patagónica, en pleno
desarrollo, resulta un medio idóneo para instrumentar los procedimientos de
desinsectación, al optimizar recursos, concretar la fiscalización y utilizar la
infraestructura propia de los puestos de barreras existentes.
Que el INSTITUTO ARGENTINO DE SANIDAD Y CALIDAD VEGETAL
es parte integrante del Comité Regional de la Barrera Zoofitosanitaria Patagónica
y ha suscripto con la Fundación de la Barrera Zoofitosanitaria Patagónica
(FUNBAPA), un convenio de asistencia, cooperación y administración.
Que el suscripto es competente para dictar el presente acto en virtud
de lo dispuesto por los artículos 6º, inciso j) y 10, inciso ñ), por aplicación del
artículo 11, inciso i) del Decreto Nº 2266 del 29 de octubre de 1991, modificado
por sus similares Nros. 1172 del 10 de julio de 1992 y 2194 del 13 de diciembre de
1994.
Por ello,
EL PRESIDENTE DEL INSTITUTO ARGENTINO DE SANIDAD Y CALIDAD
VEGETAL
�RESUELVE:
ARTICULO 1º.- Todos los medios de transporte de cargas, pasajeros y vehículos
en general, serán desinsectados antes de ingresar a la región integrada por los
Partidos de Villarino y Patagones de la Provincia de BUENOS AIRES, las
Secciones XXIV y XXV del Departamento de Puelen y la Sección V del
Departamento de Caleu-Caleu en la Provincia de LA PAMPA y las Provincias del
NEUQUEN, RIO NEGRO, CHUBUT, SANTA CRUZ y TIERRA DEL FUEGO,
ANTARTIDA ARGENTINA E ISLAS DEL ATLANTICO SUR.
ARTICULO 2º.- Se establece con carácter obligatorio la desinsectacion de los
envases vacíos que hayan contenido productos vegetales frescos hospederos de
Mosca de los Frutos.
ARTICULO 3º.- La desinsectación se realizará por medio de fumigación a lluvia,
vaporización u otros medios que el INSTITUTO ARGENTINO DE SANIDAD Y
CALIDAD VEGETAL considere efectivos, utilizándose drogas de baja toxicidad y
autorizadas por este Instituto.
ARTICULO 4º.- Los procedimientos de desinsectación serán cumplidos en los
puestos de control de la Barrera Zoofitosanitaria Patagónica, por personal y
elementos propios de la Fundación Barrera Zoofitosanitaria Patagónica
(FUNBAPA), a cuyos efectos deberá la misma inscribirse en el Registro de
Empresas Fumigadoras Aéreas y Terrestres instrumentado por la Disposición Nº
253 del 6 de octubre de 1964 de las ex-Direcciones de Lucha Contra las Plagas y
de Acridiología, ambas de la ex-SECRETARIA DE ESTADO DE AGRICULTURA Y
GANADERIA.
ARTICULO 5º.- Autorízase a la Fundación Barrera Zoofitosanitaria Patagónica
(FUNBAPA) a percibir los costos del servicio de desinsectación, debiendo
comunicar a este Instituto los valores fijados a efectos de su aprobación por el
mismo.
ARTICULO 6º.- El incumplimiento de lo dispuesto en el artículo 1º de la presente
resolución, hará pasible a los infractores de la aplicación de las sanciones
establecidas en el artículo 26 del Decreto Nº 2266 del 29 de octubre de 1991.
ARTICULO 7º.- La presente resolución entrará en vigencia, a partir del día
siguiente al de su publicación en el Boletín Oficial.
ARTICULO 8º.- Comuníquese, publíquese, dése a la Dirección Nacional del
Registro Oficial y archívese.
