Créase la Comisión Asesora Técnica (CAT) en el ámbito del Programa Nacional de
Prevención y Erradicación del Picudo del Algodonero. Funciones

VISTO el Expediente Nº S01:0099995/2007 del Registro del MINISTERIO DE ECONOMIA Y
PRODUCCION, las Resoluciones Nros. 95 del 4 de junio de 1993 y 213 del 6 de octubre de 1993,
ambas del ex INSTITUTO ARGENTINO DE SANIDAD Y CALIDAD VEGETAL, y
CONSIDERANDO:
Que mediante la Resolución Nº 95 del 4 de junio de 1993 del ex INSTITUTO ARGENTINO DE
SANIDAD Y CALIDAD VEGETAL, se ha declarado plaga de la agricultura al Picudo del Algodonero
(Anthonomus grandis Boheman).
Que por Resolución Nº 213 del 6 de octubre de 1993 del citado ex Instituto, se creó el Programa
Nacional de Prevención y Erradicación del Picudo del Algodonero, ejecutado actualmente bajo la
órbita del SERVICIO NACIONAL DE SANIDAD Y CALIDAD AGROALIMENTARIA.
Que además de este Organismo, el Programa Nacional cuenta con la participación del
INSTITUTO NACIONAL DE TECNOLOGIA AGROPECUARIA (INTA), los Ministerios de la Producción
de las distintas provincias afectadas, la Cámara Algodonera Argentina, los productores
agropecuarios locales (Comisiones Zonales de Lucha, FAA, CONINAGRO, DEPROA, UPEPROCH) y
los Consejos Profesionales de Ingenieros Agrónomos.
Que las mencionadas organizaciones conforman el "Comité Asesor Interinstitucional para el
Picudo del Algodonero" (CAIPA), que periódicamente se reúne con el objetivo de analizar la
situación del Programa y el contexto de la plaga, proponiendo estrategias y medidas
superadoras.
Que ante el incremento del área afectada, el nuevo escenario requiere la reformulación de las
actividades del Programa Nacional, con planteos técnicos actualizados, validados práctica y
científicamente.
Que es necesario constituir una Comisión Asesora Técnica (CAT) que efectúe las
recomendaciones para un mejor desarrollo del Programa Nacional, y los estudios técnicos que el
CAIPA considere pertinentes.
Que la Dirección de Asuntos Jurídicos ha tomado la intervención que le compete.
Que el suscripto es competente para dictar el presente acto, en virtud de las facultades
conferidas por el artículo 8º, incisos c) y h) del Decreto Nº 1585 del 19 de diciembre de 1996,
sustituido por su similar Nº 680 del 1º de septiembre de 2003.
Por ello,
EL PRESIDENTE DEL SERVICIO NACIONAL DE SANIDAD Y CALIDAD AGROALIMENTARIA
�RESUELVE:
Artículo 1º — Créase la Comisión Asesora Técnica (CAT) en el ámbito del Programa Nacional de
Prevención y Erradicación del Picudo del Algodonero.
Art. 2º — La Comisión Asesora Técnica (CAT) estará integrada por representantes del SERVICIO
NACIONAL DE SANIDAD Y CALIDAD AGROALIMENTARIA (SENASA), por UN (1) representante
titular y UN (1) representante suplente por cada una de las entidades oficiales y privadas, las
que serán invitadas a participar y se detallan a continuación:
a) INSTITUTO NACIONAL DE TECNOLOGIA AGROPECUARIA (INTA).
b) INSTITUTO NACIONAL DE TECNOLOGIA INDUSTRIAL (INTI).
c) UNIVERSIDAD NACIONAL DEL NORDESTE (UNNE).
d) UNIVERSIDAD NACIONAL DE SANTIAGO DEL ESTERO (UNSE).
e) PROVINCIAS ALGODONERAS.
f) CONSEJOS PROFESIONALES DE INGENIEROS AGRONOMOS DE PROVINCIAS INFESTADAS
CON PICUDO DEL ALGODONERO.
La incorporación de cada Organismo a la Comisión Asesora Técnica quedará definida con la
designación de los representantes respectivos.
La CAT evaluará oportunamente la incorporación de otros organismos o instituciones que se
consideren necesarios.
Art. 3º — El SERVICIO NACIONAL DE SANIDAD Y CALIDAD AGROALIMENTARIA (SENASA), será
quien tenga la responsabilidad de coordinar a la Comisión Asesora Técnica.
Art. 4º — La Comisión Asesora Técnica tendrá como funciones:
a) Desarrollar los estudios técnicos que el Comité Asesor Interinstitucional para el Picudo del
Algodonero (CAIPA) requiera.
b) Efectuar recomendaciones técnicas para el eficaz desarrollo del Programa Nacional de
Prevención y Erradicación del Picudo del Algodonero.
c) Intercambiar tecnología con otras instituciones nacionales o extranjeras.
d) Analizar, estudiar y/o desarrollar innovaciones tecnológicas.
Art. 5º — La Comisión Asesora Técnica establecerá en su primera reunión el estatuto queregirá
su funcionamiento.
Art. 6º — Todos los miembros integrantes de la Comisión Asesora Técnica desempeñarán sus
funciones dentro de la misma en forma "Ad honorem", y los gastos provenientes de las
actividades de los mismos, serán solventados por sus respectivos organismos.
Art. 7º — La presente resolución entrará en vigencia a partir del día siguiente de su publicación
en el Boletín Oficial.
�Art. 8º — Comuníquese, publíquese, dése a la Dirección Nacional del Registro Oficial y
