Resolución 220/2003
Programa obligatorio de certificación para la exportación de papa consumo a la
República de Chile.
Bs. As., 27/5/2003
VISTO el expediente N° 758/2003 del registro del SERVICIO NACIONAL DE
SANIDAD Y CALIDAD AGROALIMENTARIA, y
CONSIDERANDO:
Que el SERVICIO AGRICOLA GANADERO (SAG) de la REPUBLICA DE
CHILE ha informado sobre una probable triangulación de papas de origen
brasileño a través de la REPUBLICA ARGENTINA.
Que dicho Servicio ha informado acerca de los rechazos de algunas partidas
de papa originarias de nuestro país por presencia de insectos vivos y tierra.
Que según lo acordado bilateralmente entre las Repúblicas de CHILE y
ARGENTINA durante el mes de diciembre de 2002 y a fin de continuar con las
exportaciones hacia dicho mercado, se hace necesario garantizar a ese país, el
origen y la sanidad de las partidas de papa consumo que se exporten.
Que para ello resulta necesario implementar con carácter obligatorio un
sistema de certificación que permita garantizar la identidad y las condiciones
fitosanitarias de las partidas de papa consumo con destino a la REPUBLICA
DE CHILE.
Que la certificación de productos vegetales de los que no se conoce su origen,
genera una situación de riesgo fitosanitario e incorrecto cumplimiento de las
responsabilidades de este Servicio Nacional.
�Que este Organismo es responsable de la certificación fitosanitaria de los
productos vegetales que se exportan desde nuestro país.
Que la Dirección de Asuntos Jurídicos ha tomado la intervención que le
compete, no encontrando reparos de orden legal que formular.
Que el suscripto es competente para dictar el presente acto, en virtud de lo
dispuesto por el artículo 8°, inciso e) del Decreto N° 1585 del 19 de diciembre
de 1996, sustituido por su similar N° 394 del 1° de abril de 2001.
Por ello,
EL PRESIDENTE DEL SERVICIO NACIONAL DE SANIDAD Y CALIDAD
AGROALIMENTARIA
RESUELVE:
Artículo 1° — Establécese con carácter obligatorio para la exportación de
partidas de papa consumo desde la REPUBLICA ARGENTINA hacia la
REPUBLICA DE CHILE, el Programa de Certificación para la Exportación de
papa consumo a la REPUBLICA DE CHILE, que como Anexo, forma parte
integrante de la presente resolución.
Art. 2° — Facúltase a la Coordinación de Cuarentenas, Fronteras y
Certificaciones, a establecer las modificaciones o adecuaciones que se
consideren necesarias al Anexo a que se refiere el artículo 1° de la presente
resolución.
Art. 3° — La presente resolución entrará en vigencia a partir del día siguiente al
de su publicación en el Boletín Oficial.
Art. 4° — Comuníquese, publíquese, dése a la Dirección Nacional del Registro
Oficial y archívese. — Bemardo G. Cané.
PROGRAMA DE CERTIFICACION PARA LA EXPORTACION DE PAPA
CONSUMO A LA REPUBLICA DE CHILE
�ANEXO
1. DE LOS REGISTROS
Para obtener la certificación fitosanitaria para la exportación de papa consumo
a la REPUBLICA DE CHILE, deberá cumplimentarse en forma previa con la
inscripción en los siguientes registros:
- RENSPA
El productor deberá haber cumplido con la inscripción en el REGISTRO
NACIONAL SANITARIO DE PRODUCTORES AGROPECUARIOS (RENSPA),
de acuerdo con lo que establecen las Resoluciones Nros. 777 de 13 de octubre
de 1997 y 116 del 16 de octubre de 1998, ambas de la ex - SECRETARIA DE
AGRICULTURA, GANADERIA, PESCA Y ALIMENTACION.
REGISTRO DE EXPORTADORES Y/O IMPORTADORES
El exportador deberá hallarse inscripto en el REGISTRO DE EXPORTADORES
Y/O IMPORTADORES DE ANIMALES, VEGETALES, MATERIAL
REPRODUCTIVO Y/O PROPAGACION, PRODUCTOS, SUBPRODUCTOS
Y/O DERIVADOS DE ORIGEN ANIMAL O VEGETAL O MERCADERIAS QUE
CONTENGAN, ENTRE SUS COMPONENTES, INGREDIENTES DE ORIGEN
ANIMAL Y/O VEGETAL que establece la Resolución N° 492 del 6 de
noviembre de 2001 del SERVICIO NACIONAL DE SANIDAD Y CALIDAD
AGROALIMENTARIA, a cuyo efecto, la inscripción deberá tramitarse ante la
Coordinación de Importación de Productos en forma directa o a través de las
Oficinas Locales de este Organismo.
2. DEL EMPAQUE
Para la inspección y certificación con destino a la exportación a la REPUBLICA
DE CHILE sólo se aceptarán partidas cuya limpieza, clasificación y embolsado
se efectúe en locales o instalaciones apropiadas a tal fin. Se consideran
instalaciones apropiadas aquellas que posean piso de material, techo y
paredes. El local o instalación deberá reunir condiciones de higiene apropiadas,
�y deberá ofrecer las mínimas garantías de que no existirán perjuicios en cuanto
a la sanidad y calidad de la mercadería.
El empacado de las partidas deberá efectuarse dentro de la zona de
producción.
3. DE LA IDENTIFICACION
Todas las unidades que conforman la partida deberán estar identificadas de
acuerdo con lo establecido en la Resolución Conjunta N° 8531 del 24 de mayo
de 1974 de la ex - SECRETARIA DE AGRICULTURA Y GANADERIA y de la
SECRETARIA DE COMERCIO de la Nación.
La etiqueta de identificación deberá estar cosida a la boca de la bolsa, de
manera que sea fácil su visualización y se dificulte su remoción.
En la etiqueta de identificación deberá constar la siguiente información:
• Código del RENSPA.
• Número de inscripción en el Registro de Importadores/ Exportadores.
• Identificación del local o instalación de empaque de la partida.
• Zona de producción.
• Nombre y domicilio del productor.
• Nombre y domicilio del empacador.
• Nombre y domicilio del exportador.
• Nombre del cultivar.
• Clasificación por peso.
• Categoría.
�• Peso Neto.
• Producción Argentina.
4. DE LA INSPECCION Y CERTIFICACION
La inspección y emisión del Certificado Fitosanitario se efectuará en origen.
Para la inspección de la partida se procederá de acuerdo con lo establecido en
la Resolución N° 409 del 30 de septiembre de 1996 del ex - INSTITUTO
ARGENTINO DE SANIDAD Y CALIDAD VEGETAL.
5. REQUISITOS FITOSANITARIOS Y DE CALIDAD A LOS QUE SE DEBERA
DAR CUMPLIMIENTO
Durante la inspección deberá verificarse que la partida se ajuste mínimamente,
a lo siguiente:
5.1. Deberá estar Libre de tierra.
5.2. Deberá estar Libre de plagas.
5.3. Deberá cumplir con las condiciones. establecidas en la Resolución
Conjunta SAG y SC N° 8531/74.
5.4. Sin perjuicio de lo establecido en el Numeral 5.2., la partida deberá
encontrarse libre de Premnotrypes latithorax, Rhigopsidius tucumanus y
Rhigopsidius piercei.
6. CERTIFICACION
Sólo se emitirá el Certificado Fitosanitario para aquellas partidas que
respondan a lo establecido en el Numeral 5.
En dicho Certificado Fitosanitario deberá constar como Declaración Adicional
que la partida se encuentra Libre de las plagas mencionadas en el Numeral 5.4

VISTO el Expediente N° S05:0032268/2015 del Registro del MINISTERIO DE
AGRICULTURA, GANADERÍA Y PESCA, y
CONSIDERANDO:
Que por dicho expediente se tramita la autorización del desplazamiento del Médico
Veterinario Vicente José Pablo REA PIDCOVA, perteneciente a la Dirección de Centro Regional
Córdoba del SERVICIO NACIONAL DE SANIDAD Y CALIDAD AGROALIMENTARIA, a la
Ciudad de Filadelfia, ESTADOS UNIDOS DE AMÉRICA, entre los días 12 y 21 de junio de 2015.
Que dicho desplazamiento tiene por objeto participar de la capacitación de "Emergency Poultry Disease Response Certificate Course".
Que los gastos que demande el cumplimiento de la referida misión quedarán a cargo
del USDA/APHIS de los ESTADOS UNIDOS DE AMÉRICA.
Que la presente medida se dicta en virtud de las atribuciones conferidas por los Artículos 5° y 21 del Decreto N° 280 del 23 de febrero de 1995, sus modificatorios, y el Artículo 8°, inciso
h) del Decreto N° 1.585 del 19 de diciembre de 1996, sustituido por su similar N° 825 del 10 de junio
de 2010.
Por ello,

VISTO el Expediente N° S05:0032279/2015 del Registro del MINISTERIO DE
AGRICULTURA, GANADERÍA Y PESCA, y
CONSIDERANDO:
Que por dicho expediente se tramita el desplazamiento de los Doctores Gustavo Ezequiel IABICHELA y Gustavo Adolfo SOTO KRUSE, ambos pertenecientes a la Dirección Nacional
de Inocuidad y Calidad Agroalimentaria; Lisandro TABOSSI, perteneciente a la Dirección de Centro
Regional Buenos Aires Norte; y Alfredo Hernán ISEQUILLA, perteneciente a la Dirección de Centro Regional La Pampa-San Luis. todos del SERVICIO NACIONAL DE SANIDAD Y CALIDAD
AGROALIMENTARIA, a la Ciudad de Santiago, REPÚBLICA DE CHILE, entre los días 22 de
junio y 3 de julio de 2015.
Que dicho desplazamiento tiene por objeto realizar una visita de inspección a establecimientos cárnicos de la REPÚBLICA DE CHILE, a efectos de verificar las condiciones higiénicosanitarias para exportar sus productos a nuestro país.
Que los gastos que origine el cumplimiento de la referida misión serán cubiertos por
los establecimientos a inspeccionar.
Que la presente medida se dicta en virtud de las atribuciones conferidas por los Artículos 5° y 21 del Decreto N° 280 del 23 de febrero de 1995, sus modificatorios, y por el Artículo
8°, inciso h) del Decreto N° 1.585 del 19 de diciembre de 1996, sustituido por su similar N° 825
del 10 de junio de 2010.

RESUELVE:
ARTÍCULO 1°.- Autorízase el desplazamiento de los Doctores Gustavo Ezequiel IABICHELA y
Gustavo Adolfo SOTO KRUSE, ambos pertenecientes a la Dirección Nacional de Inocuidad y Calidad Agroalimentaria; Lisandro TABOSSI, perteneciente a la Dirección de Centro Regional Buenos
Aires Norte; y Alfredo Hernán ISEQUILLA perteneciente a la Dirección de Centro Regional La
Pampa-San Luis, todos del SERVICIO NACIONAL DE SANIDAD Y CALIDAD AGROALIMENTARIA, a la Ciudad de Santiago, REPÚBLICA DE CHILE, entre los días 22 de junio y 3 de
julio de 2015, por los motivos expuestos en el segundo considerando de la presente resolución, quedando a cargo de los establecimientos a inspeccionar, los gastos que origine el cumplimiento de la
referida misión.
