RESUMEN: Crea en el SENASA la COMISION PARA EL DESARROLLO Y REDACCION DEL
PROYECTO DE ERRADICACION DE LA FIEBRE AFTOSA propuesta por la CONALFA.
BUENOS AIRES, 5 de agosto de 1992.
VISTO el cumplimiento de las metas propuestas en el PLAN DE CONTROL Y ERRADICACION DE
LA FIEBRE AFTOSA 1990-1992 y la necesidad de avanzar hacia la erradicación de la enfermedad, y
CONSIDERANDO:
Que el País ha logrado una cobertura inmunitaria superior al NOVENTA POR CIENTO (90%), con la
totalidad de áreas endémicas primarias bajo las pautas del PLAN NACIONAL.
Que se ha logrado un cambio en el comportamiento de la enfermedad, evidenciado en la distribución
espacial y disminución de la frecuencia de presentación en los DOS (2) últimos años, como así la
ruptura de la ciclidad y quiebre de la estacionalidad histórica.
Que hay una menor dispersión geográfica de la enfermedad manifestada por la ausencia de la
presentación en el área paraendémica durante el primer semestre 1992.
Que a partir de 1993 todo el Territorio Nacional bajo Plan, utilizará solo inmunógenos de largo
periodo de inmunidad.
Que resulta necesario preservar el accionar de los productores que a través de sus Entes y
Fundaciones con responsabilidad en la aplicación del inmunógeno y gestión económica, han
demostrado la apertura participativa de los actores de la comunidad comprometidos en el tema,
modelo que ha permitido obtener recursos económicos extraordinarios que se suman a los aportes
oficiales en el desarrollo del Proyecto.
Que la Comisión Ejecutora Nacional De Lucha Contra La Fiebre Aftosa, creada por la Resolución
N.144/90 de la SECRTETARIA DE AGRICULTURA, GANADERÍA Y PESCA DE LA NACIÓN, tiene
entre sus funciones la capacidad de proponer los cambios de estrategias de lucha contra la
enfermedad fomentando la creación de comisiones “ad hoc”.
Que el avance del Pan 90-92 ha permitido el reconocimiento de la COMUNIDAD ECONOMICA
EUROPEA levantando restricciones a nuestras exportaciones y el REINO UNIDO ha reconocido a la
PATAGONIA como área libre para la importación de carnes ovinas, que por la situación sanitaria y de
estructura de Plan, colocan el País en una posición inmejorable para desarrollar un proyecto de
erradicación.
Que el suscripto es competente para resolver en ésta instancia conforme las facultades conferidas
por la Ley 23899.
Por ello,
EL ADMINISTRADOR GENERAL DEL SERVICIO NACIONAL DE SANIDAD ANIMAL
RESUELVE:
ARTICULO 1°- Créase en el ámbito del SERVICIO NACIONAL DE SANIDAD ANIMAL de la
SECRETARIA DE AGRICULTURA, GANADERIA Y PESCA la Comisión para el Desarrollo y
Redacción del Proyecto de Erradicación de la Fiebre Aftosa propuesta por la COMISION
EJECUTORA NACIOANL DE LUCHA CONTRA LA FIEBRE AFTOSA e integrada por los
representantes que propone ésta COMISION NACIONAL, según figura como Anexo I de la presente
Resolución.
�ARTICULO 2°- La Comisión que se crea por la presente Resolución tendrá relación directa con el
GERENTE DE SERVICIOS DE LUCHAS SANITARIAS, con las siguientes funciones:
a) Elaborar los capítulos correspondientes del Proyecto de Erradicación que figura como Anexo II de
la presente Resolución.
b) Presentarlo ante la COMISION NACIONAL DE LUCHA CONTRA LA FIEBRE AFTOSA para su
consideración y aprobación provisoria.
c) Solicitar la colaboración de otros Organismos Nacionales e Internacionales Públicos o privados
para su elaboración.
ARTICULO 3°- LA GERENCIA DE SERVICIOS DE LUCHAS SANITARIAS por intermedio del
Programa de Fiebre Aftosa, reglamentará las modalidades de funcionamiento de ésta Comisión.
ARTICULO 4°- Comuníquese, publíquese, dése a la DIRECCION NACIONAL DEL REGISTRO
OFICIAL y archívese.
