Que atendiendo lo expuesto se hace necesario establecer un mecanismo que procure facilitarle al productor la tramitación tendiente a obtener dicho documento legal. Que se ha considerado a tal efecto la posibilidad de delegar en los médicos veterinarios contratados por las fundaciones de lucha contra la Fiebre Aftosa de las localidades que no cuenten con veterinario oficial del SERVICIO NACIONAL DE SANIDAD ANIMAL la extensión de la certificación sanitaria de que se trata. Que se ha solicitado opinión legal a la SUBGERENCIA DE ASUNTOS JURIDICOS la cual se ha expresado favorablemente al respecto. Que el suscripto es competente para resolver en esta instancia conforme lo determina el artículo 11 inciso y) de la Ley 23.899. Por ello EL ADMINISTRADOR GENERAL DEL SERVICIO NACIONAL DE SANIDAD ANIMAL RESUELVE: ARTICULO 1°.- En las localidades de la República Argentina en la cual no se cuente con veterinario oficial de este SERVICIO NACIONAL DE SANIDAD ANIMAL, las certificaciones sanitarias a que se hace referencia en el artículo 3° de la Resolución N° 28/92 podrán ser extendidas por médicos veterinarios contratados por las fundaciones de lucha contra la Fiebre Aftosa, las cuales se considerarán con validez oficial. ARTICULO 2°.- Los veterinarios a que se refiere el artículo que precede deberán acreditar como medida previa hallarse habilitados para el ejercicio de la profesión en el territorio de la República Argentina conforme lo establece la Ley 14.072. ARTICULO 3°.- La GERENCIA DE SERVICIO DE LUCHAS SANITARIAS dispondrá los mecanismos de control necesarios para el normal funcionamiento de la presente resolución.
