RESOLUCION Nº 453/94 IASCAV
VISTO el expediente Nº 2613/94 del registro del INSTITUTO ARGENTINO DE
SANIDAD Y CALIDAD VEGETAL, y
CONSIDERANDO:
Que la Dirección Nacional de Inspección General de este Instituto viene realizando un
exhaustivo análisis de las actividades desarrolladas en las terminales portuarias jurisdicción
de la Delegación Agrícola Rosario, la que abarca una pluralidad de muelles privados de
gran envergadura, diseminados a lo largo de una muy extensa región sobre el río Paraná.
Que a los efectos de una mejor supervisión, se ha visto la necesidad de dividir las tareas,
transformando en Delegación a su Oficina Agrícola Villa Constitución.
Que por tal motivo se ha considerado conveniente, de acuerdo con la magnitud histórica de
las exportaciones de granos por los puertos de embarque de San Pedro, Ramallo, San
Nicolás y Villa Constitución, que la oficina localizada en este último puerto, esté a cargo de
UN (1) profesional con carácter de Delegado Agrícola, y otro que juntamente con el
primero, ejerzan la supervisión de las inspecciones de embarque de granos fiscalizando
también los productos vegetales del área de influencia de estos puertos, extendiendo su
actuación hasta General Lagos, inclusive.
Que para ello DOS (2) de los SEIS (6) profesionales que actualmente cumplen tareas de
supervisión en la Delegación Agrícola Rosario, deberán tener asiento de funciones en la
nueva Delegación Agrícola Villa Constitución.
Que además de la infraestructura que disponía dicha Oficina Agrícola, recientemente se la
ha dotado de elementos de laboratorio, mobiliario, teléfono, equipos de radiocomunicación
y máquinas de oficina, suficientes para funcionar como una Delegación Agrícola.
Que el cumplimiento de funciones de Delegado y Supervisor por parte de DOS (2)
profesionales Ingenieros Agrónomos, redundará en un mejor ordenamiento, una mayor
calidad y rapidez en la realización de las tareas tanto técnicas como administrativas que
actualmente se desarrollan, otorgando mayor confiabilidad y apoyo a la labor del cuerpo de
peritos inspectores, lográndose una apreciable reducción de costo para el Instituto y una
mayor eficiencia en la atención de los usuarios, sin generar costos adicionales a éstos.
Que el suscripto es competente para dictar el presente acto en virtud de las atribuciones
conferidas por el artículo 10 inciso j) por aplicación del articulo 11, inciso i) del Decreto Nº
2266 del 29 de octubre de 1991, modificado por su similar Nº 1172 del 10 de julio de 1992.

VEGETAL
RESUELVE:
ARTICULO 1º.- Disponer la creación de la Delegación Agrícola del INSTITUTO
ARGENTINO DE SANIDAD Y CALIDAD VEGETAL ubicada en Villa Constitución,
Provincia de SANTA FE.
ARTICULO 2º.- Designar a cargo de la Delegación Agrícola del INSTITUTO
ARGENTINO DE SANIDAD Y CALIDAD VEGETAL ubicada en Villa Constitución,
�provincia de SANTA FE, al Ingeniero Agrónomo IONESCU, Daniel Osvaldo, Legajo Nº
0260.
ARTICULO 3º.- La Delegación Agrícola Villa Constitución se hará cargo de la atención de
los servicios de fiscalización que se deban realizar en los puertos de San Pedro, Ramallo y
San Nicolás en la provincia de BUENOS AIRES, y en los puertos de Villa Constitución y
General Lagos de la provincia de SANTA FE.
ARTICULO 4º.- Pase a la Secretaría General a sus efectos.

RESOLUCION N° 495/96 IASCAV
PUBLICADO EN EL BOLETIN OFICIAL DEL 23/12/1996
BUENOS AIRES, 17 de Diciembre de 1996
VISTO el expediente N° 2558/96 del registro del INSTITUTO ARGENTINO DE SANIDAD Y CALIDAD
VEGETAL, y
CONSIDERANDO:
Que durante la última campaña del cultivo de algodón se registraron inconvenientes en el control de la "oruga
de la hoja" (Alabama argillacea) con el uso de piretroides.
Que ante la hipótesis de aparición de fenómenos de tolerancia el INSTITUTO ARGENTINO DE SANIDAD Y
CALIDAD VEGETAL encomendó el desarrollo de estudios tendientes a diagnosticar y evaluar tales
fenómenos.
Que como resultado del Proyecto "Evaluación de la susceptibilidad de la fase larval de la oruga de la hoja
(Alabama argillacea) a insecticidas en bioensayos de laboratorio y evaluación de posibles fenómenos de
resistencia a piretroides" dirigido por el Doctor Teodoro STADLER con la colaboración de la Licenciada
Viviana FIORANI y la Licenciada María Inés ZERBA, se obtuvo que el valor de la dosis letal media de
piretroides obtenido para la larva IV es TRES COMA VEINTISIETE (3,27) veces el valor obtenido para la larva
III.
Que existen suficientes antecedentes para considerar que el fenómeno observado sea un ejemplo de
cambios en la capacidad detoxificante o edad dependiente.
Que es necesario ajustar las recomendaciones de productos piretroides para el control de oruga de la hoja en
el cultivo de algodón.
Que el suscripto es competente para dictar el presente acto en virtud de lo dispuesto por el artículo 6°, inciso
b) por aplicación del artículo 1°, inciso b) del Decreto N° 2266 del 29 de octubre de 1991, sus modificatorios y
los artículos 38 y 49 del Decreto N°' 660 del 24 de junio de 1996.
Por ello,
EL PRESIDENTE DEL INSTITUTO ARGENTINO DE
SANIDAD Y CALIDAD VEGETAL
RESUELVE:
ARTICULO 1°.- Los productos formulados a base de piretroides, inscriptos en el Registro Nacional de
Terapéutica Vegetal para el control de la oruga de la hoja (Alabama argillacea) en algodón, deberán contener
en el ítem recomendaciones de uso de la etiqueta, la indicación expresa que las dosis indicadas sólo
controlan los TRES (3) primeros estadios larvales de la plaga.
ARTICULO 2°.- Las empresas cuyos productos se hallen alcanzados por el artículo precedente, tendrán un
plazo de VEINTE (20) días corridos a partir de la vigencia de la presente para incluir en la etiqueta mediante
los mecanismos indicados en el Manual de Procedimientos, Criterios y Alcances para el Registro de
Productos Fitosanitarios en la REPUBLICA ARGENTINA, Capítulo V, punto 5.1.3. modificaciones del
marbete. Entretanto, deberán prever los mecanismos necesarios para informar a los usuarios sobre las
modificaciones, en las recomendaciones de uso.
ARTICULO 3°.- El incumplimiento de lo dispuesto por la presente será sancionado según lo establecido en el
artículo 26 del Decreto N° 2266 del 29 de octubre de 1991 y sus modificatorios.
ARTICULO 4°.- La presente resolución tendrá vigencia a partir del día de su publicación en el Boletín Oficial.
ARTICULO 5°.- Comuníquese, publíquese, dése a la Dirección Nacional del Registro Oficial y archívese.
