Nº 82 del 3-6-92, respecto de las Asociaciones de Productos Orgánicos sin fines de lucro o equivalentes o similares, que solicitan certificar la producción de sus propios miembros con destino al consumo interno. BUENOS AIRES, 6 de enero de 1994 VISTO el expediente Nº 337/92 y la Resolución Nº 82 del 3 de junio de 1992 del registro del INSTITUTO ARGENTINO DE SANIDAD Y CALIDAD VEGETAL, y CONSIDERANDO: Que el punto 5.5 del Anexo de la Resolución Nº 82/92 de este Instituto, impone como obligación a las empresas o entidades certificadoras de calidad orgánica la independencia de intereses económicos con los sectores de la producción y comercialización, a fin de asegurar la objetividad del sistema de control de calidad y certificación. Que las Asociaciones de Productores Orgánicos solicitaron, ante el Comité Técnico Asesor para la Producción Orgánica del INSTITUTO ARGENTINO DE SANIDAD Y CALIDAD VEGETAL (IASCAV) llevar a cabo la certificación de los productos orgánicos, ecológicos o biológicos para las producciones de sus asociados. Que ante el incipiente desarrollo de este tipo de producciones en nuestro país, sería adecuado que dichas Asociaciones accediesen a una certificación de calidad generada en su propio ámbito. Que las certificaciones solicitadas pueden ser ejercidas reguardando la credibilidad del sistema hacia los consumidores conformando un Comité de Certificación propio que asegure la transparencia en la toma de decisiones. Que asimismo, este marco de confianza hacia el consumo puede ser restringido sólo al mercado interno. Que el mencionado Comité Técnico Asesor para la Producción Orgánica se ha expedido favorablemente al respecto. Que el suscripto es competente para dictar el presente acto en virtud de lo dispuesto por el artículo 6º inciso d) del Decreto Nº 2266 del 29 de octubre de 1991. Por ello, EL PRESIDENTE DEL INSTITUTO ARGENTINO DE SANIDAD Y CALIDAD VEGETAL RESUELVE: ARTICULO 1º.- Amplíase el punto 5.5 del Anexo de la Resolución IASCAV Nº 82/92 en lo siguiente: Sin perjuicio de lo señalado, las Asociaciones de Productores Orgánicos sin fines de lucro o entidades equivalentes o similares, podrán solicitar autorización para certificar la producción de sus propios miembros, destinada al consumo en el mercado interno, presentando el mecanismo de certificación y reglamento de funcionamiento ante el Registro Nacional de Empresas Certificadoras de Productos Orgánicos. Asimismo, deberán contar con un Comité de Certificación integrado en su mayoría por miembros no vinculados a la Asociación, el que deberá expedir sus dictámenes con esa misma mayoría. �ARTICULO 2º.- Publíquese en el Boletín Oficial.
